Language level procedures

Language level procedures are statements  that require syntax different than is available via normal functions and so they are part of the language itself. They are designed to express specialized functionality conveniently.

The syntax of such statements does not have to follow the same conventions as system or user functions and the names are reserved keywords.

Currently there is just one such language level procedure.
