You may stumble upon an issue where MIDI Out ports are missing on Ventura 13.1 but not on Ventura 13.
There have been a few reports where Gig Performer does not show any MIDI Out ports on Ventura 13.1. This was not an issue on initial release of Ventura, 13.0. It seems that Apple has introduced a bug into MIDI handling in Ventura 13.1.
The fix is apparently quite simple. First, close Gig Performer if you have it open.
Then, open Audio and MIDI Settings on your macOS and just enable IAC Driver.
Then open Gig Performer again and your MIDI output ports should now be visible. It also seems to be the case that you don’t need to leave the IAC port enabled afterwards.
